Welcome to this eighth class on the bases of the export process in Costa Rica. Today I will describe a somewhat technical but extremely important topic in the export vocabulary, I refer to the tariff classification for merchandise and specifically I will deal with the SAC (Central American Tariff System). Basically it is a standard that unifies the process of classifying merchandise in a universally accepted system. It is the base on which taxes and duties are levied for products entering a country. At a macro-economic level, it allows comparing indices and statistics according to classifications and types of merchandise.
What variables are taken into account to classify a product?
The following are the criteria By which the classification of a product is determined, the classification within the SAC system is a series of eight (8) digits, the first four (4) digits indicate the heading, the first six (6) digits indicate the subheading. This standard obliges countries to use the same first six (6) digits (heading and subheading) and cannot alter it. Worldwide they must be the same, the sub-classification is made with the remaining 2 digits. The criteria to define the item and sub-item are as follows:
1. ORIGIN OF THE PRODUCT:Be it mineral, animal, vegetable, synthetic, etc.
2. PRODUCTIVE EVOLUTION:Raw material, semi-elaborated, final factory finish.
3. PRESENTATION FOR SALE:It is the type or size of the presentation: Detail, bulk, assortment, etc.
4. ANALOGY OF THE GOODS:Study of the components, expected use, operation, etc.
